Well maybe they are toasting the person and left their empty bottle as the tribute? Maybe it was an entire party and the left their bottles as a tribute? I dont know.
It is perplexing - but maybe she was 16-18 years old and it was a party in her memory (an underage party...)
Maybe it's a memorial to someone lost to alcohol?

I'm guessing...it was those bottles that caused their passing...A lesson to others...:( JP
I have seen flowers and soft toys in memory of loved ones, but never bottles arranged like this! :)
